background problems

A few nights ago my background turned white and randomly flashes different colors. I've tried setting new pictures as my background but it keeps the flashing white one. When i right click to try and go to change the background it gives me the same options as if i was right clicking on a web page.
I've ran Webroot Spy Sweeper and Norton AnitVirus multiple times. They both removed some things but now the programs says my computer is clean and working fine but I'm still having the problem.
How can i fix w.e is wrong so i can get my old background back?

Can you run a system restore to before the time when you noticed the problem? Data files will be left intact.
