I was GOING to post this:
Assuming that we all have the same issue here I will reply on the behalf of my fellow victims, to save a little time.
-clearing cache, cookies, temp files, or resetting DNS does nothing.
-we are unable to even PING THE IP ADDRESSES of such common sites as www.paypal.com, yes, 100% loss.
-your suggestions of software to download are appreciated but unfortunately do not help. If everyone else is afflicted as I am, they are not able to download any new software. I personally can get all the way to the download screen but then it times out.
-deleting, renaming, or interrogating the LMHOSTS file is again no help
-there is no other host listed in my hosts file besides 127.0.0.1 - no sign of a hijack there.
-my updated AVG finds NO traces of viruses, trojans, or spyware.
-lavasoft ad-aware (also updated) concurs, nothing found that wasn't removeable. Removed the one item I had, no difference.
-I HAVE PROXIES DISABLED. Don't mean to shout but I do mean to emphasize. This is not a proxy problem.
-for some reason at the hotel last night when I went to paypal's IP (not the DNS name, to illiminate that as well) it did the same thing and said it could not access '0.0.0.1' - BUT WHY WAS IT TRYING?
-****IMPORTANT****
The 2 or 3 websites I have found that do work have IP's beginning with 6's.THOSE THAT DO NOT WORK BEGIN WITH 216, 217, ETC.
...Ergo...
I believe this is a virus of some sort, but cannot get rid of it.
Anyone?

Now, it MAY be because I am at a new hotel tonight, but IT WORKS NOW! This seems unlikely, because it didn't work at the last 3 hotels on my road trip. Maybe 1 of the above solutions works, which is why I posted them.
I am going to stay subscribed to the above thread in hopes that I can give back and help anyone else who has this annoying little problem.
