audio splitter

I need an audio splitter that makes an exact cut...audacity puts a few seconds of blank sound in the beginning and end of each part...I need something that will not do that, so when they are put together they sync exactly.
Also, the parts become shorter than they are in the original.
Maybe I am just using a wrong setting in audacity?
It was originally a .mp3 file it was exported as .wav.

are you willing to pay for a program that can do this?

checking with a friend who used to do lots of this for the radio station he worked for.

well the original version of this is still available for download in few places. but adobe bought them out and the product is now known as Audition:

naturally they charge 3 times as much now.
