Auto booted in safe mode for no known reason

Tried to get out of it by tapping f something??? But now when I boot up just generic Desktop appears with minimum icons on a blue screen. Nothing works including icons and I just get a box that says "security setting prohibits running active x controls on this page. As a result the page may not display correctly.

This is my friends computer with the problem and she called and gave me this info as she can't get on line or do anything for that matter. Help :tazz:
