Ohhh I guess it can be considered spyware. Not really Malicious Though.
Ive always considered it as optional but after reading up on it Maybe I'll change my mind

delete this file
C:\Program Files\hpcenter\137903\Program\BackWeb-137903.exe

Check the corresponding entry with Hijack

O4 - Global Startup: hp center.lnk = C:\Program Files\hpcenter\137903\Program\BackWeb-137903.exe

and click fix checked

This file came with my pc when I bought it.

Will deleting it affect the computer in any way?

Also what it actually used for?

Most HP computers have this on them them itis totally up to you. Your computer will run fine if you get rid of it.
