Help with finding command line

Alright, I need a command line that links to a server of a company to restart it. It's a CS:S server. I do not have an hlds.exe or an srcds.exe file on my computer and I do not know if I need them. If you need an example of what it would look like I have one that I was provided with but it really doesn't help me because none of the folders are anywhere near the same. Thanks

OK nevermind about above, I got more information. Does anyone know what the command line for the console in CS:S?
