No New Txt Document on Right click context menu

I hope someone can help me here - I seem to have lost my 'new text document' from the windows right click context menu. I have downloaded and installed tweakui to try and replace it - it is in there listed as a template but still not showing under my right click context menu - this is something i use often and it is driving me up the wall.... can someone pls tell me how to put it back?

I use win xp pro
