Internet security settings to high....virus?

Whenever I try to access websites, it says it can't because my internet security settings are too high. When I go to internet tools-options-security to lower them, the icons for the internet and restricted sights is change to an explorer icon with two keys attached to them. It will not allow me to change the settings or hit the default box. When I try to run Mcafee virus scan, I cannot because it says that my security settings are not allowing me to run activex, thus I cannot scan for viruses.

enable ActiveX which you can control in the IE options, security tab and also put your security to medium. If you run it too high most contents won't be viewable.
