PSguard appeared on my PC when I was trying to download Symantec antivirus software. I was charged $19.95 and I want it stopped form charging me again. My PC now is virus-free, but how can I be sure that PSGuard won't charge me another $19.95?

PSGuard is part of the smithfraud/antivirusgold/spysherrif infection.

I would suggest that you go to this site:

and follow all directions, Its a pretty safe bet to say that your system is not clean.
