POPROXY.EXE – Entry Point Not Found

Each time i boot up I receive this error message:

POPROXY.EXE – Entry Point Not Found
The procedure entry point ?DecNewFileObject@@YAJPBDOPAPAVIDecObject@@@Z could not be located in the dynamic link library Dec2.dll.

After contacting Microsoft Online Help, they responded with this:

Molly, based on my research the issue seems to be related to Norton Antivirus, I have located a website that provides resolution for the same:
http://service1.syma...src=bar_sch_nam

when i go to that page, i suggests i delete Norton Antivirus 2003 and reinstall it. Unfortunately I have 2002 version. Sometime recently I upgraded but have yet to find that file or info. I'm afraid to uninstall until I know what I am doing - Norton makes it SO hard to do this. So i've been just clicking the OK box on error message to continue working.
Can anyone shed a little light on what's going on and what I should do?

Firstly uninstall this program: C:\PROGRA~1\AWS\WEATHE~1\Weather.exe (HKCU)

Please go offline, close all browsers and any open Windows, making sure that only HijackThis is open. Scan and when it finishes, put an X in the boxes, only next to these following items, then click fix checked.

Reset your host file. Click Here to download HostsFileReader. To reset the host file to default, simply open the program, click the "reset default" button, and confirm the changes.

Then post back a new log. Cheers <_<

Ok have Hijack fix this. Same instructions on fixing as before:
R1 - HKCU\Software\Microsoft\Windows\CurrentVersion\Internet Settings,ProxyServer = http=localhost:8082

Nothing to delete. Next you need to apply Windows updates.
