connection refused...

whenever i try to login to sites such as hotmail, or geocities i get a popup saying "connection refused when attempting to contact...". i've tried disabling all known firewalls. i get the same problem using FF and netscape. i havent always had this problem, and i havent canged ISP's recently. i'm totally confused because i can't login to geocities, but i can login to yahoo! mail then go to geocities still be logged in.
