You can play a .AVI file with almost any video player. You can burn a DVD using a DVD burner and special software for burning DVD's.

I was looking to buy a dvd burner but they're expensive (for me). An internal one is around $80 and an external is $115.

I at first thought why not just use my CDRW burner, but then I found out that you can't because a dvd requires 2 lasers and CDRW's only have 1.
