Moving my taskbar

I need help. Somehow my three year old moved my taskbar from the bottom of my desktop to the right side. I tried to move it back with no avail. I checked and the taskbar isn't locked. When I try to move it, I hold down the left mouse key and get the four pointed arrow. However, as soon as I move it out of the blue box it goes back to my regular pointer. Any help would be greatly appreciated.

Just left click on it and hold the mouse button down on any part of the task bar that is empty. Then just drag it back to the bottom of the screen.

Lock the taskbar so your three year old can't move it again.
