I don't think you could say 'recommended'. If you want to buy a 3200+ and have it operate at 3500+ frequencies then, with appropriate cooling and care, you can do so without jeopardising your system integrity too much.

The 3200 doesnt really need overclocked especially if you are only playing halo. But its played all my stuff at full the x800 is a good card.
