Internet Explorer doesn't open -Restart error msg

Hey. I would appreciate some help on my problem. Earlier today on my other computer, my internet explorer randomly stopped working. I got the error pop up message where there's a box you can check to close and restart internet explorer. Now when I went to try to open Internet explorer, that dialogue box is the only thing that appears now. I can't even get on by opening a folder like "My Documents" and typing in an address, because when I try that, I get the "close explorer" box.

I've restarted my system, tried a system restore, I even reinstalled Windows just to try to fix this, but that didn't work.
