external modem not working

when I try to connect to internet, I get a message saying "Your modem is not working". I switched it off and on , checked the plugs everything seems to be OK.
I turned my pc on and off but still the same message on second attempt. I don't understand what the problem is. By the way I have Windows 98 SE installed.
Pls. suggest me what I should do.

Can you give us a bit more info please, such the type of connection the modem uses, ie is it USB? Is it broadband or dialup etc?
