new build help (booting problem)

i have build my first pc today, and cant seem to boot it - when i try to turn it on, the fans begin to work for 2 seconds, and stop.


PSU - Antec SmartPower 2.0 SP-400 400W Power Supply
MB - CHAINTECH VNF4/Ultra ATX AMD Motherboard

everything else:

COOLER MASTER Centurion 5 CAC-T05-WW Black/Silver Aluminum Bezel, SECC Chassis ATX Mid Tower Computer Case
