Task Manager Not accessable

I am working on a Fujitsu notebook, running windows 2000 SP4. It had several spy software items and popup problems along with several viruses. In the process of trying to clean the system up the Task Manager is no longer available on the Windows Security window when I press ALY>CRTL>DEL when I am logged on as the user. I can see it when I log on as the administrator. Has anyone else seen this problem? If so how do I get the Task Manager back?

You Must Read This Before Posting A Hijackthis Log

this will help you clean up to 70 percent of all problems by yourself. If at the end of the process you are still having difficulty--and you may not be-- then post a hijackthis log in THAT forum.

I have cleaned the spy, adware, and viruses, but the taskmanager is still not available on the Windows Security window when i'm slgged on as the user.
