XP - Task Manager and netstat not starting

Hi - First post - please be kind - Runing Windows XP Pro SP2 - all updates - ran AdAware, McAffee VirusScan (clean). I've got a quirky problem - Task Manager doesn't start, and also netstat doesn't start - there may be others, but those are the two I've found so far. It just quit working around at the same time that I got a "new hardware found" wizard for a CLPCIID device - I Googled it, followed the instructions to Uninstall it and the problem has not reoccurred.

Does this sound familliar - any ideas?
