Can't System Restore, problem with mshtml.dll

When I try to system restore, when the window pops up I get an error message. It then closes. When I click on what the error message contains, the modname is mshtml.dll. Anyone know how I could fix this?

mshtml.dll might be missing\corrupted.
Open cmd (Start->Run. Type "cmd". Press Enter.)
In cmd. Type sfc /SCANONCE. Press Enter.
Reboot.

Try to re-register it. go to start>run type:

regsvr32 mshtml.dll (then click on 'ok') then try restore.....
