XP Error, can't delete or move a file

While trying to backup my files to a CD the process got stuck on one MS Publisher File. When I try to delete or even move that file the message is"Cannot move/delete "X": it is being used by another person or program. Close any programs that might be using the file and try again. " I have closed everything and tried several times as well as restarting but it won't budge. The file opens fine.
I tried a hint seen on another help site to click under tools "launch folder windows in a separate process". That did not work either.

Thanks for any solutions.

Try restarting in safe mode and try it again.

Thanks, Geek. That did work, but afterwards I could not restart or shut down the computer normally. Finally got it going again and it was very slow. Decided to do a system restore with good results except it told me to reinstall my internet security system. :D Anyway, today I was able to retreive the balky file from the recycle bin and it works fine. <_<
