Standby and fans

Ok so with the old parts in this case when i put it in standby the fans and everything went off but now that I have new parts when i put it into standby the fans stay on does anyone know if its a setting in the bios to cut power to these things or what. I've tried a couple different settings in the bios but its not helping so far, what is APIC mode? I was messing around with those. Ok the motherboard is a foxconn with the SiS648FX chipset.. the exact model is going to be very hard for me find out

Are they plugged straight into the psu or into the fan sockets on the mobo.

The PSU they dont have sensors but should the computer tell the psu to stop electric flow to those once it goes into standby?? it used to with my old setup in the same case
