Not letting me format

My computer has been acting up, and I went to turn it on, but it didn't do anything. I went past the first screen, detecting the hard drive, and then just showed me a blank screen with a flashing cursor. I figured I would format, and reinstall XP. I went to BIOS, and had it boot from the CD-ROM. Well, I restarted my computer w/ the XP CD, and still have nothing but a blank screen with a flashing cursor. Anyone know what to do?!

Clear CMOS. Otherwise, I suspect you have a bad video card.
