Power serge problems

I recently had a power serge at home that turnned off my computer, when I went to turn it back on the system would not reboot. It took me to the screen that has

Safe Mode
Safe Mode w/networking
Safe Mode w/ command

ect

I tried all modes and the screen just goes black

Therefore, I got my windows xp reistallation cd and booted the system from the cd. It goes through all the steps untill it gets to "windows setup" and then it freezes.

HELP
