Desktop icons that won't go away

There are these 5 icons on the desktop that are for things that no one installed, they're on all users (only 3 people). If you delete the icons they reappear next time you log in. Each icons has a little fancy picture to to try to make it look legit. The icons are "my antivirus update", "find a date", "Casino Online", "Tune up my PC", and "Cellphone Ringtones". I have scanned the computer with Ewido, Norton, Microsoft's anti-spyware, CleanUP!, and Ad-aware SE, all with no luck in getting rid of them. Also in using Internet Explorer there are toolbars that I can not get rid of either. Most of the time we use Modzilla, but for certain occations you need explorer if there is no plugin for modzilla. Anyway, I need help getting rid of these pesky things, and help in preventing this from happening again since it seems to happen a lot. Thanks!
