Hi. I have a (perhaps) dumb question to ask the the people in this forum.

I have been infected with the PS Guard spyware twice and twice I had to reformat and reinstall everything. (This is before I found this forum. And I am a novice level person in terms of fixing such infections.) If the website of PS Guard is known, why doesn't anyone close them down / report the site? Is it because PS Guard is a legitimate software?
