USB Root Hub Error

Ok, I have a computer that's a Win ME machine. The owner does not have a ME disc, and I have every OS except ME so reloading by the disc is out of the question.

The USB ports don't work, and in device manager the error says:
The ntkern.vxd could not load device driver error code 2.

The system info/problem devices says:
IRQ holder for PCI steering - Code 22
IRQ holder for PCI steering - Code 10
USB Root Hub - Code 2

I have tried extracting and replacing the files, updating drivers, rolling back drivers....to no avail. I'd like to avoid formating the system.

Anyone have any ideas I might not have tried yet?

Win ME usually leaves installation files on the hard drive. They are usually in a folder named Install, C:\windows\options\install or C:\install
