Panicware problem

I hope someone can help me. I had someone install "Panicware" pop up blocker and it works great. SO great that I can't sign on to my own bank account, webmail, hotmail, etc....There simply is no where available to sign on. It wipes the "secure" sign in places completely out. I've tried uninstalling it and I can't get it out.

Any suggestions? I use Windows ME.
