Howdy and welcome to G2G:

Whomever you purchased your system from was legally obligated to give you a complete recovery or restore cd OR the XP cd they used to install the os on your system along with a legal key/product code..

HP just found out the hard way through a class action suit the "restore partitions" don't meet their legal requirements and are now being forced to provide legitimate recovery or full install cd's..
