"Run" on startup

When you click on "start" there is normally (on winxp) Help and Support, Search, then Run. Run is gone. I have to go to accessories to access my command prompt.
Why should it be gone? It's still on my laptop.

Right-click on the Start menu... select Properties

In the Properties window select Start Menu, then Customize... Advanced tab if using XP start menu.

Look for Display run and check it.
