I hope i am posting this question in the right forum ...

1. i having a problum with my disc deframenting when i start it it stars fine then it goes to the numbre 4% done the back to 0% done then back up to 4% done and so on and so on ... how to i fix this problum .. pleaes note i have checked my computer for any falts or problums ...

2. is ok to do a disc deframenting in safe mode... : the reasion i ask is i need to defrag. my pc...

please help asap thank you

Running scandisk and defrag in Safe Mode is the recommended method..

Or, if you want to run in normal mode, use ctrl-alt-delete and "end task" everything except Systray and Explorer.. Disable your screensaver and any power management options you might be running..

In either case, reboot when finished to let Windows load normally..
