SimCity 2000 for DOS problem

I am having trouble getting SimCity 2000 for DOS to run under Windows 98 (first edition). When I tried it, it worked until I clicked on the bulldozer icon. Then my computer locked up and I had to press the reset button. It this a bug in the DOS version or is it my stupid computer?
