My computer is only 16 colors, someone please help

My computer is only 16 color, which means its almost only black and white with a few extra colors like blue, red and yellow. It won't allow me to see pictures properly and my computer also won't allow us to open extra windows.

I want to know how to fix this before my brother comes back. My mother is getting him to fix the computer and he has made it worst the last five times he tried to fix it.

Its a Windows Mellenium computer.

Someone please help me :tazz:

My brother is also trying to keep downloading things which screw it up even more then before.
