When I boot up and login, XP takes a an extra minute to load than usual, then the taskbar flashes and disappears. There's no desktop. I can start just about any program through Task Manager ("New Task") except explorer and IE. When I do, the show up on the processes list, but quickly shut down.

Follow the steps below, to check if explorer.exe is missing\corrupt:
Use the New Task option in Task Manager.
Type cmd. Press Enter
In the Command-Prompt Window, type sfc /SCANNOW. Press Enter.
Follow the instructions by the System File Checker.

If SFC did not work, then if you have a XP CD, do a repair using the cd.
