video and audio is jumpy and skipping

i have a windows xp home addition, series 4600
i can not get my games to work in it (deer avenger 4) (harry potter) and lots of others.
i have an done just about everything i can think of.
i ran diagnostics with direct x and it said my sound card did not support hardware buffering . what ever that means.
can anyone PLEASE help me?
