Folders are scrambled

Running Windows XP, MS Office XP. In many programs, when I select "open" or "save as" and browse for a location, items are not in alphabetical order. I select arrange icons by name and it will do so. For example if I click "save as" and look at the folders in my Saved items, everything is scrambled, no particular order. I will right click to arrange by name and it will do so. The next time I go to "save as" they are again scrambled. Any ideas?

Not sure whether the following steps will work but woth a shot, follow the step below:
Open Control Panel->Folder Options.
In the folder options Click on View tab.
Click on the Reset All Folders button.
