Lag in Warcraft III: The Frozen Throne

I just bought a new Dell Dimension 8400 and I have some type of lag when I'm in a custom game or ladder game. It says "Waiting for host.." and the game freezes for a second, then all the sudden it speeds up fast. Can anyone tell me why is this happening? My older Dell (Dimension 2400 had integrated video card, integrated sound card, 2.2 Ghz, 640 RAM) Dimension 8400 has way better parts than Dimension 2400 but I never experienced lag on the Dimension 2400.)

Specs of Dimension 8400:
3.2 Ghz HT Tech.
1024 RAM
Nvidia GeForce 6800
SoundBlaster Live! 24-Bit (Defected, tech. people have to come and replace it.)

I think thats all the specs you will need, if not ask and I'll try to provide you with the information.

It can't be because I've had the same connection with the older Dell.. and it ran smoothly.
