unless you have rights to that address you can not legally alter the index.html file.

Basically what this site is saying is that after you purchase the name, you may add your index.html file (index.html this is what most websites name their first page) for example when you goto say
www.windowsupdates.com

you are actually reviewing
www.windowsupdates.com/index.html

If you aren't an HTML Coder or if you don't know what HTML is then just move on because unless you buy the NAME tightbeats.com or get permission from its owner to change the HTML then the site is useless to you.
