Windows admin problems

No matter what name am logged on to on my computer (even the Administrator name in safe mode) all of the systems programs (command prompt, defragmentor (sp?), regedit, stuff like that) say when i open them "Window cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." Can anyone help me out cause I want access to these things.
