Cannot open any programs

I have Windows XP, and everytime I try to open a program or even if I try to go into the control panel I get the error..."Explorer.exe has generated errors and will be closed by Windows"

I tried to use safe mode and still I'm not able to open anything in Windows, can someone please help me out with this matter or let me know what I can do to resolve this?

Click start, run, type sfc /scannow then press enter to replace the system files, you need the XP CD and get a blue bar, when the bar goes, reboot
