Everytime I start my computer it says Windows Explorer has encountered a problem and needs to close.

I hate to say this but I'm sure it was CleanUp! that took out aa needed file..

To run things I have to do Ctrl+Alt+Del -> New Task.

Any ideas on what I can do to fix this?

Start > Run > cmd then type
sfc /scannow
(note the space after the first c)
You will be prompted for your XP disk.
sfc - system file checker, retrieves the correct version of the file from %Systemroot%\System32\Dllcache or the Windows installation source files, and then replaces the incorrect file.

If you want to see what was replaced, right click My Computer > manage, expand event viewer > system.

Try pressing control and escape at the same time to get your start button. Borrow an XP cd from a friend?
