That download is an .exe file and you need to put a blank formatted flopy in the drive an run the .exe. That will create the boot disk.

Go to http://bootdisk.com/bootdisk.htm and get the Dos 6.22 or Windows 95 bootdisk. Boot the computer with that and when you get to C:\> or A:\> type in:
Format

That boot disk. Did you format the drive? Do that. Use the command:
Format /sys
That will make your hard drive bootable. So boot without any disks, put the Windows 3.1 disk in and type
A: <enter>
setup <enter>
Instead of setup you may need to type install.

Setup then press enter.
If you get to C:\> type the following:
A:\setup
If that doesn't work then in your next post make sure you tell me what happens when you put the Windows 3.1 Disk 1 floppy in the drive and then turn the computer on.

REPLACE AND PRESS ANY KEY WHEN READY"
so i remove the windows 3.11 and re-insert it and press any key and the same appears.

i type c:/ and it says invalid drive specification
