Every time I try to load WMP i get the message that "An internal error has occured" how do i fix this?

I again recieve the message "An Internal applicaton error has occured". I believe that I had downloaded a corrupt codec.

When using the .exe from the second link I recieve this error "Error opening file for writing C:\WINDOWS\system32\L3CODECX.AX"
