Windows Security Alert

I was instructed to uninstall Norton Anti-Virus by my Internet provider as they have their own security program. Since then I have a Windows Security Alert on the taskbar. When I click on it the following message appears:
"An exception occurred while trying to run 'Shell32.dll, Control_RunDLL wscui.cpl'
Is there some way I can get rid of this message & does it affect the security of my computer at all. Thanks so much for your help.

rundll32 Shell32.dll, Control_RunDLL wscui.cpl is for starting the Windows Security Center.
Can you open Security Center from Control Panel and check if its working propely.

Lets look for missing\corrupt System files
Follow the steps below:
Start->Run. Type cmd. Press Enter.
In the Command-Prompt Window, type sfc /SCANONCE. Press Enter.
Follow the instructions by the System File Checker.
(Note:The scan will done on next reboot, so u will be prompted for a reboot.)

Ran the Scanonce & didn't get any messages. I still can't open the Security Centre. I am thinking now that this may have happened when I installed Windows Service Pack 2. My computer also reboots any time it feels like it. Thanks again.
