downloading problem

This week, files I am trying to download are not complete. The mpg movie-33mb is only partially downlading(first time 15 seconds, today 5 seconds) and going right into the media player and playing that tiny bit. I tried to download the free version of Google Earth and same thing. It fills in only a few squares and says its done. I have a dialup connection that is pretty pokey. I haven't had any trouble before this week. Any help is greatly appreciated. I am on windows xp.
