At what point of booting up do you get the error message? If you can get to the Windows Logo Screen, you will be able to enter safe mode.

When the IBM logo appears straight after initial turn on there are a couple of beeps from the laptop then the error pops up so its not getting as far as the windows page

You can have 2 short beeps or 1 long and 1 short
Beep Code Description
No Beeps No Power, Loose Card, or Short.
1 Short Beep Normal POST, Computer is ok.
2 Short Beeps POST error, review screen for error code.
Continuous Beeps No Power, Loose Card, or Short.
Repeating Short Beeps No Power, Loose Card, or Short.
1 Long & 1 Short Beeps Motherboard issue.
1 Long & 2 Short Beeps Video (Mono/CGA) Display circuitry.
1 Long & 3 Short Beeps Video (EGA) Display circuitry.
3 Long Beeps Keyboard / Keyboard card error.
1 Beep, Blank or Incorrect Display Video Display Circuitry.

The laptop emits 2 short beeps then the error code" 0271 CHECK DATE AND TIME SETTINGS"

Do you get the same result if you boot the PC and keep tapping the delete key to enter set up

The laptop just does the same when tapping the delete key on start up.

Boot the PC and keep tapping F8 until you get options, select safe mode with command prompt, type chkdsk /f /r then press enter, type Y to confirm for next boot, press enter then reboot
