Help! Desktop turned black with WARNING...

My desktop recently turned black with a warning message.."YOUR COMPUTER MIGHT BE INFECTED WITH SPYWARE OR ADWARE. STRANGE HOMEPAGES, POPUPS, LOSS OF IMPORTANT DATA, AND UNSTABLE FUNCTIONING ARE WARNING SIGNS YOUR COMPUTER IS INFECTED. CLICK HERE TO GET THE LATEST SPYWARE REMOVAL."

When i go to change my desktop background, in the control panel, display, the only two tabs there are screensaver and settings. I cant change my desktop background!

There is also an exclamation point next to my clock that when i put my mouse over it, it says, "YOUR COMPUTER IS INFECTED." When i double click on the icon, it takes me to PSGUARD.COM.

I also get popups on my screen that says, MACAFEE antivirus detected a virus on my system. It said the same thing last nite, and i scanned my computer, and cleaned it. However, it appears to be back.
