Hi upski. Welcome to GTG.
Let us take a closer look at what is running on your PC. We'll need you to use a free diagnostic tool (HiJackThis) and post a log back here with the results.
Click the HijackThis Guide in my signature, download it and follow the instructions in the guide.
Most of what it lists will be harmless or even essential, DO NOT delete or modify anything yet! Someone will be along to tell you what steps to take after you post the contents of the scan results.

Hi, Thank you for your interest in this:
I had removed numerous startup items but without luck in solving the problem. I restored everything and will attach that log so that you may see the machine as it was originally.
To Summerize the problem, I am getting very long search times when windows folders are selected and when addresses are entered in the IE address bar. Firefox is a little better, but it is faster anyway. At first I thought the problem was IE related, perhaps DNS, but pure IP addresses took the same amount of time to resolve and the long folder searches in windows have led me away from my "it must be spyware" mindset. I have looked at My Network Places, nothing shows up, but the presence of the proxy server in HiJackThis was interesting.
What do you think?

The problem disappears in safe mode so I will be looking again at processes, profiles and start-up programs.
