Ok, everytime I fix the items you tell me, i run a HJT log after and these files reappear:

Is there anything else I should be deleting that could be the cause of these files being recreated?
Also I couldn't run the sfc/ scannow command as I can't get to start/run.
It has been almost 2 weeks now, do you suggest I just get the hard drive wiped?
