Windows XP Dell Laptop Won't Start

I press the power button. It goes to the microsoft banner page and sits there for about 10 minutes, then takes 10 minutes to load the user login page. Then I click the on and only user and it says "Windows must be activitated before logging on." Do you wish to activate now. Yes/No I press yess it logs me out, I press no it logs me out. I can load safemode but it doesn't do anything. Any help, someone good with command prompt etc.?

It says system restore is not able to protect your computer. Please restart your computer and then run system restore again. I have done that 5 times, doesnt work! Any other ideas?

let's try the easy one first

Start > Run, type
regsvr32.exe regwizc.dll
<enter>

after it says OK....

start > run, type
regsvr32.exe licdll.dll
<enter>

after it says OK, reboot.

Okay I am rebooting, in Normal mode?
